Andrew and Harris (1978) made the same observation in relation to transport to hospitals in the West Midlands. Even with only a ten-kilometre radius to cover, the demand for bus transport to hospital was thought to be too small and geographically too dispersed to justify the provision of bus services. Nevertheless, unconventional transport schemes in many parts of the country have demonstrated that small-scale car and minibus operations can be successfully used to make services more accessible to the immobile (Moseley, 1979).
